MOSCOW, December 27. /TASS/. Artists expect that the new law on culture should separate this industry from the service sector, to address issues of copyright and the interaction with the government. Interviewed by TASS cultural figures have expressed a willingness to participate in the development of the document.
21 December at the meeting of the Council for culture and arts, Russian President Vladimir Putin has called for a serious renewal of the state policy in the field of culture and invited the relevant community to take an active part in the work on the new law in this area.
The separation of culture from the service sector should be a priority of the new law, said General Director of the Bolshoi theatre of Russia Vladimir urin . “Unfortunately, today the cultural sector refers to the sector of social services, and it is fundamentally wrong. The fact that today there is a speech about the need to withdraw from the sphere of social services and determine the relationship between the state and culture is very important,” he said.
“[In the culture] do not have culture, – said the artistic Director of the Maly theatre Yuri Solomin, who supports the reform of the governance culture. – People in the administration must know the profession: music, Opera, painting, drama – must be experts. In addition around them should be a group of assistants”.
Music producer Igor Matvienko hopes that the new law will also regulate the mechanism of application of copyright. “I have corrected the copyright act in terms of collecting and distributing money, collecting money online. This greatly hampers our industry,” he said.
Interaction with the authorities
The question how to build relations between culture and power, the industry have different opinions. So, people’s artist of Russia Mikhail Boyarsky said that he “dreams about censorship” at the time, like many of his colleagues are categorically against such interference.
“I guess there are people who can deny that it is unworthy of our children and grandchildren that cripples our souls. It may be curious for the expression of the artist, but in any case not for the young, aspiring first steps of the soul, which needs to absorb something good, good, reasonable and eternal. And all these experiments the expression needs to be at home episodes for their loved ones, not a huge audience”, – explained his position Boyarsky.
Considers unfounded claims to the under-funding of culture, people’s artist of Russia, saxophonist Igor Butman. “If there are artists, there are cultural workers who have a higher strap and go to them in different ways, many I think do not put such high goals, and try to find the reasons for their unfulfilled dreams. Expected time frame
The General Director “Mosfilm” Karen Shakhnazarov told TASS that the bill is almost ready. “I myself participated in the discussion at an early stage, some considerations were given.
