TASS-FILE. May 18, 2018, Russian President Vladimir Putin signed a decree on appointment of Oleksandr Kozlov, Minister of development of the Far East. He previously served as the Governor of the Amur region.

Alexander Kozlov was born on January 2, 1981 in Yuzhno-Sakhalinsk, Sakhalin region.

In 2003 he graduated from the Blagoveshchensk branch of Moscow Academy of entrepreneurship under government of Moscow on a speciality “jurisprudence”. He also studied at far Eastern Federal University on a speciality “the mountain engineer”.

In 2000-2007 he worked in LLC “Amur coal” (raychikhinsk, Amur oblast), a subsidiary company of the holding “Russian coal”. He served as a leading legal adviser, acting assistant Director General for legal matters head of the legal Department and the Department, Deputy Director General for legal Affairs and corporate security .

In 2007 he was appointed Director of the branch of the company “Russian coal” in the city of Gukovo (Rostov oblast).

In 2008, Alexander Kozlov headed the branch of the company “Russian coal” in the city of Blagoveshchensk (Amur region).

In 2009-2010 he held the position of General Director of “the Amur coal” in Raychikhinsk.

In 2011 he transferred to the public service in the government of the Amur region at the invitation of the Governor of the region Oleg Kozhemyako. February 2, 2011 Alexander Kozlov was appointed first Deputy Minister of construction, architecture and housing and utilities of Amur region. In August of the same year became acting Minister. December 23, 2011, after the split of the Department into two independent structures, he headed the regional Ministry of housing and communal services.

14 Feb 2014 he was appointed first Deputy head of administration of Blagoveshchensk. From February 20 the same year, after the resignation of mayor Paul Berezovsky, acting head of the city administration.

In April 2014, became the winner of the preliminary inner-party voting (primaries) of the party “United Russia” on selection of candidates for the post of head of the city of Blagoveshchensk.

In 2014-2015 – the mayor of Blagoveshchensk. September 14, 2014 33-year-old Alexander Kozlov has won elections of the mayor, voted for 38.68% of the voters (he was nominated by the party “United Russia”). His nearest rival, the candidate from the Communist party Tatiana Rakitina, scored of 16.97%. 19 September of the same year Alexander Kozlov has officially entered a post of the mayor.

In 2015-2018 – the Governor of the Amur region. March 25, 2015 the decree of the President of Russia Vladimir Putin Kozlov was appointed acting Governor of the Amur region. The former head of the region Oleg Kozhemyako in the day led the Sakhalin oblast Alexander Horoshavin is, dismissed in connection with loss of trust of the President.

September 13, 2015 early elections Alexander Kozlov was elected Governor of the Amur region, voted 50 to 64% of the voters (candidates from “United Russia”). Its main competitor, the candidate from LDPR Ivan Abramov, received 28,30%. On 20 September of the same year there was held a ceremony of inauguration of the elected head of the region. Alexander Kozlov has become one of the youngest heads of Russian regions.

The effectiveness rating of heads of Russian regions, published by the Foundation for civil society development in June 2016, was part of the second group of heads of subjects of the Russian Federation (“high rating”). Took 50th place with 60 points.

18 Sep 2016 Alexander Kozlov participated in the elections of deputies of Legislative Assembly of the Amur region VII convocation. Headed the list of regional branch of political party “United Russia”. After the election, refused seats in the legislative Assembly.

The total amount of declared income for 2017 was 2 million 300 thousand rubles., the wife of 1 million 725 thousand.

Married, no children. The marriage is concluded in 2015, Wife – Anna Loginova, a medical psychologist, the polygraph examiner and an expert for the selection of personnel for bodies of internal Affairs, worked in the Department of internal Affairs in Blagoveshchensk.
