TASS-FILE. 24 may 2018 during the St. Petersburg international economic forum, Russian President Vladimir Putin suggested that former Deputy Prime Minister Dmitry Rogozin to head the state Corporation Roscosmos. “I will do everything possible and necessary to justify your trust” – said Rogozin, the head of state.
Dmitry Rogozin was born on 21 Dec 1963 in Moscow into the family of the organizer of the Soviet military industry, first Deputy chief of armaments of the Ministry of defense, Lieutenant-General Oleg K. Rogozin (1929-2010).
In 1986 he graduated from the international Department of the faculty of journalism of Moscow state University (MSU). M. V. Lomonosov in 1988 – economic faculty of University of Marxism-Leninism of the Moscow city Committee of the CPSU .
In 1996 at the faculty of philosophy of Moscow state University he defended his thesis on “the Russian question and its impact on national and international security”.
Doctor of philosophical Sciences. In 1998 at the faculty of philosophy of Moscow state University. M. V. Lomonosov defended his thesis on “Problems of national security of Russia at the turn of the XXI century”.
Doctor of technical Sciences, specialty “the theory of arms and military-technical policy, weapon system”.
In 1986-1990 he worked as a Junior researcher, researcher, senior researcher and head of Department in the Committee of youth organizations of the USSR.
From 1990 to 1994 – Vice-President of the international non-governmental research and educational organization “Russian-American University Corporation” (“RAU-Corporation”; President Alexey Podberezkin).
In 1991-1992, Deputy Chairman of the Constitutional democratic party – people’s freedom Party (leader – Mikhail Astafiev).
In 1992-1993 one of the leaders of the social-political movement “Union of revival of Russia.”
In 1993 he organized and headed (until 1997) international Congress of Russian communities (KRO), uniting Russian organizations in the former Soviet Union. In October 1994, it established Russian organization – political movement “Congress of Russian communities”. In April 1995, Rogozin was elected Chairman of the Executive Committee of the national Council of KRO (the head of the National Council Yury Skokov). In 1996-2002 – Chairman of the national Committee of the AOC (has replaced on this post skokova, expelled from the organization).
12 December 1993, ran for the state Duma I convocation at the North single-mandate district No. 199 (Moscow). Scored 8,44% of the votes, took third place after Alla Gerber and Vladimir Lysenko.
17 December 1995 was again a candidate in elections to the lower house of Parliament (the fifth number in the list of the Congress of Russian communities). The results of the voting in the Duma, as the motion does not overcome the five percent barrier.
From 1997 to 1999 – Deputy of the state Duma of II convocation. March 23, 1997 was elected on additional elections in the Anninsky electoral district No. 74, Voronezh region (received Deputy mandate of Ivan Rybkin, who became Secretary of the security Council of the Russian Federation). Scored 37,91% of the vote, second place went to the Director of JSC “Annaagropromsnab” Yuri Dunaev – 25,59%. The member of Deputy group “Russian regions” Deputy Chairman of the Duma Committee on nationalities. In may 1999, voted in the Duma to impeach President Boris Yeltsin.
From November 1998 to June 1999 – member of organizing Committee of all-Russian political public Association “Fatherland” (the leader – the mayor of Moscow Yury Luzhkov). In December 1998 he was elected member of the Central Council opoo “Fatherland”. After the merger of the organization with Luzhkov’s movement “All Russia” the President of Tatarstan Mintimer Shaimiev left the “Fatherland”.
In 1998, he taught a special course “national security” in the Academy of the General staff of the Armed forces of the Russian Federation.
From 1999 to 2003 – Deputy of the state Duma of III convocation. 19 December 1999 was elected at the Anninsky one-mandatory district No. 74 (Voronezh region), gaining 32,52% of the vote (nearest rival – the candidate from the Communist party Sergey Rudakov – 28,01%). Also ran on the Federal list of the electoral block “Congress of Russian communities and Yuri Boldyrev Movement” (No. 2 in the Central part of the list), which did not overcome the 5% barrier. In the Duma in January 2000 became a Deputy group “people’s Deputy” (leader – Gennady Raikov). From 19 January 2000 he headed the international Affairs Committee.
In September 2001 at the founding Congress of the people’s party of the Russian Federation (nprf) was elected one of the Vice of its Chairman, Gennady Raikov. In February 2003 came from nprf.
From 13 July 2002 to 20 January 2004 – special representative of Russian President Vladimir Putin on the problems of the Kaliningrad region connected with expansion of the European Union (EU). Responsible for negotiations with the EU and the Republic of Lithuania concerning the conclusion of the border Treaty and the transit of Russian citizens through the territory of Lithuania. Originally it was stated the need for visa-free travel of Russian citizens to the Kaliningrad region. However, after negotiations approved the procedure, according to which Russian citizens to travel to Kaliningrad Lithuanian necessary transit documents. Was released from his duties as special envoy with the phrase “in connection with the performance of a primary mission area.”
In September 2003, he was elected co-Chairman of the Party of Russian regions (together with Yuri Skokovi, Sergei Glazyev, etc.), which on September 14 was formed the electoral bloc “national-Patriotic Union “Rodina” (then, in February 2004, converted in the same batch). In addition to the PI, it included the party “people’s will” Sergei Baburin and the socialist United party of Russia Vasily Shestakov. Rogozin since February 2004, he was co-Chairman of party “Rodina”, and since July 2004 to March 2006, her sole head (earlier, in February 2004, as co-Chairman of the party was shifted to the eyes). In the spring of 2006 at the head of “homeland” was Alexander Babakov, which, according to media reports, was supported by the Russian presidential Administration.
In 2003-2007, Rogozin was the Deputy of the state Duma of the IV convocation. On 7 December 2003 he was elected at the Anninsky one-mandatory district No. 76 (Voronezh region) from the bloc “Rodina”. Scored 78,88% of the vote, his nearest rival – the candidate from the Communist party Vladimir Sinitsyn – of 6.91%. Also ran through the list of “homeland” (No. 2 in the Central part).
From 29 December 2003 to 5 March 2004 – Deputy Chairman of the state Duma. Since April 2004 – member of the Duma Committee on international Affairs; from September 2006, was part of the Duma Committee on security, on 5 September 2007 he was Deputy Chairman of this Committee. Member of the faction “Rodina”. In January – February 2004, there was a conflict between supporters Glazyev, who was a candidate for President of Russia, and supporters of Rogozin, who spoke in support of the acting President of the Russian Federation Vladimir Putin. Since March 2004, Rogozin, Glazyev was replaced at the head of the faction “Rodina”, from July 2005 to April 2006 was one of its co-chairs (along with Glazyev and Valentin Varennikov).
At the end of January 2005 Rogozin along with four other deputies of the faction “Rodina” (Oleg Denisov, Mikhail Markelov, Andrey Savelyev, Ivan Kharchenko) held a hunger strike demanding the resignation of Ministers socio-economic block of the government Mikhail Zurabov, Kudrin, German Gref; a moratorium on the law on monetization of benefits, etc. In February 2005, Rogozin said about the transition in rigid opposition to the authorities and stated that “homeland” will no longer be “the special forces of the President.”
In the fall of 2006 was part of the organizing Committee of Russian March on 4 November which conducted the Russian national-Patriotic organizations.
In December 2006 and had a recovery Congress Congress of Russian communities (KRO), which was elected Chairman of the organization (held the post until 2011), which received the new name “Rodina-KRO”.
In the spring of 2007 based on an updated KRO had started the process of creating of the party “Great Russia”. Rogozin took part in its founding Congress, but to the governing bodies of the party are not officially entered. In July 2007 the “great Russia” has been denied state registration.
From 9 January 2008 to 23 December 2011 is the permanent representative of the Russian Federation at the North Atlantic Treaty Organization (NATO) in Brussels, Belgium. At the same time from 18 February 2011 to 25 April 2012 was a special envoy of the Russian President for interaction with NATO in missile defense. On the eve of departure in Brussels said that “always resent the status of the opposition”.
From 23 December 2011 to 18 may 2018 – Deputy Chairman of the government of the Russian Federation Vladimir Putin, then from 8 may 2012, Dmitry Medvedev (may 21, 2012, he was re-appointed on the post of Deputy Prime Minister with forming a new Cabinet of Ministers). Has replaced on a post of the Chairman of the government Sergey Ivanov, who became head of the presidential Administration of the Russian Federation. The Cabinet of Ministers Rogozin was in charge of the military-industrial complex, national and civil defence, defense procurement, weapons programs, military-technical cooperation, Maritime and border policy, the development of nuclear, rocket / spacecraft, shipbuilding, aviation and electronic industry, the GLONASS system.
From 17 January 2012 to 10 September 2014 – the Chairman Military-industrial Commission under the government. 10 Sep 2014 – Deputy Chairman of the Military-industrial Commission of the Russian Federation headed by Russian President Vladimir Putin. Rogozin also directs the Board of the Commission.
28 APR 2016 Putin, Rogozin declared reprimand in connection with the breakdown of the planned first launch of the carrier rocket “Soyuz-2.1 a” from the cosmodrome East.
The special representative of the Russian President for Transnistria (from March 21, 2012; re-appointed 2 August 2012). 2 August 2017 announced by the government of Moldova a persona non grata.
