The bill says that the identification of users on the Internet should be using a mobile phone on the basis of the contract between the service provider of quick messages in the Network and the mobile operator.
The document obliges the administrators of the messengers to obey the requirements of Roscomnadzor and limit “mass mailing” of content that violates Russian legislation.
The messengers, which will not fulfill the requirements of the authorities, threaten to limit and deny access .
The initiators of the bill were the Deputy head of the Duma Committee on information policy, information technologies and communications of the Marina Mukabenova and Alexander Yushchenko.
If the document is accepted, new rules of the messengers will come into force on 1 January 2018.
