XIAMEN /China/, September 4. /TASS/. The leaders of the BRICS (Brazil, Russia, India, China, South Africa) held on Monday a debate on a wide range of issues, including discussed the situation in the world economy and global economic governance, international and regional conflicts, as well as development and national security. Speaking at the summit, Russian President Vladimir Putin proposed BRICS colleagues to create a common platform for energy research, and to deepen cooperation in the fields of space, health and safety.

Russia’s Proposal

Speaking at the meeting of the summit, the Russian leader expressed the view that the BRICS countries “would establish a more effective cooperation in space exploration”. “It may be helpful to more closely “five” in the health sector”, – said the President of the Russian Federation . He also pointed to the need “to create BRICS a solid legal base in the sphere of international information security” and “to think about how to establish cooperation in the field of media.”

In addition, Putin suggested the BRICS countries to create a common platform for energy research, stressing the importance of strengthening energy dialogue “five”. The Russian President also deemed it appropriate “to proceed with the development of joint measures to ensure equal conditions of competition throughout the Association.”

The Russian leader said about the strategy of the BRICS economic partnership, adopted at the summit in Russia in 2015. “The time has come to adapt the strategy to current economic realities and set new ambitious tasks,” he said. “This in our view should be on the development of barrier-free electronic Commerce, support of small and medium-sized businesses, improving the efficiency of public-private partnership”, – said Putin.

The Russian President urged to intensify efforts to obtain an international credit rating to the New development Bank (NDB) of the BRICS and the yield on lending in national currencies. The line of NBR, said Putin, a number of large investment projects. “Soon, the three of them will be implemented on the territory of Russia”,- he said. “We are talking about improving the judicial system, the construction of the road under the Ufa, as well as improvements to water facilities in the cities of the Volga river basin” – said the President.

China for enhanced cooperation

The cooperation of BRICS countries is of special importance against the background of the changes that occur around the world, said the host of the summit, Chinese President XI Jinping. The international community expects the BRICS unity in solving international problems, to provide a more equitable and rational world order, he added.

According to the Chairman of the PRC, “cooperation in the BRICS format is in the common interest development of five countries.” “Despite our differences, we have common approaches to the development of relations that allows us to overcome differences and achieve mutual benefits,” said XI, adding that “the potential for cooperation is not yet fully disclosed”.

China, he continued, is ready to create an exchange programme in the field of trade and technical cooperation within BRICS in an initial amount of 500 million yuan (us$76.4 million), and to contribute $4 million to Finance projects under the New development Bank. In addition, China is ready, together with other BRICS countries to make efforts to ensure existing mechanisms of economic cooperation within the Association.

“Although the realities in our countries are different, but we are at the same stages of development and have the same goal. All of us economy has entered a period of the most difficult tasks. Activation of the mating strategy development and the identification of comparative advantages in resources, labor markets will help to strengthen the development potential of our five countries, and stimulate the creative efforts of their three billionth of the population,” – said XI Jinping.

In it, in particular, supported the initiative of Russia on the continuation of the dialogue on the creation of a platform for energy research of BRICS. “Urge the relevant institutions to continue to promote cooperative research in the field of energy efficiency and energy cooperation”, – the document says.

The BRICS leaders spoke in favour of strengthening of energy cooperation within the Association. “We will promote the development of open, flexible and transparent markets for energy materials and technologies in the field of energy. We will work together to promote the most effective use of fossil fuels and greater use of gas, nuclear and hydro power, which will contribute to the transition to economy with low emissions, expanding energy access and sustainable development”, – said the leader of the five.

Trade and investment

The BRICS leaders agreed on the further enhancement and development of mechanisms of trade and investment. The parties welcomed the adoption of cooperation frameworks, road maps, and basic principles of facilitating trade and investment and their interrelation, as well as increasing the exchange of information, including on strategies, strengthening institutional capacity.

“This will be done by strengthening joint efforts to promote trade and investment, development of trade in services and electronic Commerce, interoperability of intellectual property rights (including activities of authorities of the BRICS countries, who oversees the intellectual property related), the expansion of economic and technical cooperation, support for small and medium-sized enterprises and female entrepreneurship”, – stated in the Declaration.

It was also approved the creation of a network of e-ports of the BRICS, which will operate on a voluntary basis, as well as the formation of the working group of the BRICS member States on electronic Commerce. At the initiative of China will be held an international exhibition of imported goods in 2018. The BRICS leaders called on the business circles of our countries to take an active part in it.

Equality on the Internet

The heads of the BRICS countries called for equal participation of States in Internet governance.

“We believe that States must equally participate in the development and functioning of the Internet and management, taking into account the need to involve relevant stakeholders in a certain manner and with certain obligations,” – said in Xiamen Declaration.

The document notes that the structures, management of critical Internet resources and regulate them, should be made more representative and inclusive. “The BRICS will continue to work with the existing mechanism in order to ensure a safe, open, peaceful and cooperative use of information and communication technologies on the basis of equal participation of the international community in its management”, – stated in the Declaration.

The fight against terrorism and corruption

Necessary when coordinating role of the UN to create a global anti-terrorist coalition, indicated in the Xiamen Declaration. “We call for a speedy finalization of a comprehensive Convention for combating international terrorism and its adoption by the General Assembly of the United Nations”, – stated in the Declaration.

The leaders of the “five” condemned “all terrorist attacks worldwide, including in the BRICS countries”.

The summit also called on all countries “to adopt an integrated approach in the fight against terrorism.” “We are determined to prevent the growing spread of terrorist ideas and to combat all sources, methods and channels of financing of terrorists”, – stated in the Declaration.

The leaders of Brazil, Russia, India, China and South Africa also supported the compilation of materials on combating corruption in the BRICS countries. The Declaration emphasizes that “the illicit flow of the proceeds of corruption hinder economic development and undermine financial stability”. “We stand for strengthening international cooperation against corruption, including in the framework of the relevant working group of BRICS countries on the fight against corruption and on asset recovery and search of persons wanted for corruption offences”, – stated in the document. It also emphasizes that corruption “is a global challenge, which can have a negative impact on economic growth and sustainable development”.

Negotiations of the Russian Federation with South Africa and Egypt

In addition to General events, the BRICS leaders held bilateral talks. So, Russian President Vladimir Putin at a meeting with his Egyptian counterpart Abdel Fattah al-Sisi noted the active cooperation between the two countries in settling regional conflicts. “We are actively cooperating in the settlement of regional conflicts, for which I am very grateful. Egypt has made a significant contribution to the resolution of very acute regional crises”, – said Putin.

He also stressed that relations between Russia and Egypt are developing positively, and almost all areas of the hand are in constant dialogue.

In turn, Abdel Fattah al-Sisi announced his Russian counterpart that Egypt finalised the contract for the construction of Russian nuclear power plant “El-Dabaa”. “I want to say that we have finished all the procedures related to the approval of the contract on the construction of a NPP in El-Dabaa. I very much welcome this step and hope that you will be able to attend with me during the ceremonial signing,” said al-Sisi.

At a meeting with Russian head of state South African President Jacob Zuma reminded Mr Putin about his invitation to visit the country. “One of the issues that has long been delayed, is your visit to South Africa. I have repeatedly told you about your invitation, I again repeat it. Maybe we can consider this issue in the new environment,” said Zuma.

“Indeed, our relations are developing in a number of sectors, however, was the global trend that has disrupted our relations. It is time to reverse this trend, to see what we can collectively do,” he said.
