According to him, the Japanese side would like to discuss at the upcoming March 18 consultations at the level of Deputy foreign Ministers of the two countries “what options of joint activities can be held that it does not violate Japan’s position” on the issue of these territories .

Earlier, Deputy Prime Minister, presidential Plenipotentiary envoy to the FEFD Yury Trutnev said that the territory of advanced development (TOR) in the Kuril Islands can be created with the participation of the Japanese side.
“While there are joint negotiations with Japan on cooperation in the sphere of development of the Kurile Islands, we have suspended the creation of THOR “the Kuril Islands”. At the same time to wait, not much will, if we see that there are no effective forms of interaction there, and continue talking, then we will submit to the government proposals on the creation of THOR. Following the visit of Russian President Vladimir Putin on 15 and 16 December last year in Japan and his meetings with Prime Minister Shinzo Abe joint statement was adopted, which noted that “an important step on the way to the conclusion of a peace Treaty could be the beginning of consultations on joint economic activities of Japan and Russia on the South Kuril Islands”.
In addition, the parties believe that this statement and any achieved on the basis of the agreement on establishment of joint economic activities and its implementation “shall not prejudice the positions of Russia and Japan on the peace Treaty.”
In early February in Japan, established the Council on issues of joint economic activities on southern Kuriles. It was headed by foreign Minister Fumio Kishida and his Deputy was the Minister of economy, trade and industry of Japan, Hiroshige Seko, responsible for the development of economic relations with Russia.
The new structure considers the specific projects of cooperation in the area of the South Kuril Islands, including fishing, cultivation of seafood, tourism, and environmental protection.
