MPs propose not to refund the VAT on exports of soybeans, rapeseed and sunflower in March 2018.

The corresponding bill “About some tax matters the value added tax of transactions on export outside the customs territory of Ukraine oilseeds” (No. 7403) registered in the Verkhovna Rada on December 14.

The initiators of the bill are Ivan Miroshnichenko, Valentin Didych, Vadim Ivchenko, Valentyn nychyporenko, Sergey Hlan, Igor Brichenko, Andrey Vadatursky, Alexander Urban, Valerii Davydenko, Sergei, Labatut, Alexander Bilovol.

According to the explanatory Memorandum, the purpose of the bill is to protect the rights and interests of agricultural producers that export oilseeds, as well as preventing the violation by Ukraine of its international obligations to the European Union and the world trade organization .

“The bill will ensure the prevention of damage to the farmers that produce oilseeds and strengthen the reputation of Ukraine as a reliable trade partner”, – noted in the explanatory Memorandum.

As reported, the members of the Committee on agrarian policy and land relations insist on the need for consideration by the Verkhovna Rada of the draft law on compensation of the VAT at export of sunflower, soybean and rapeseed 21 Dec.

The statement was signed 21 MP from the agricultural Committee. According to him, on December 1, the Parliament voted for changes to the Tax code, supporting editing of the Deputy Vadim Sydorchuk (faction “national front”), which provides for the abolition of VAT reimbursement during export of soybean, rapeseed and sunflower since March 1, 2018.

“The amendment violates article 116 of the regulations of the Verkhovna Rada, according to which proposals and amendments to the bill, which is being prepared for the second reading, could only be made to the text of the draft law (articles, their parts, paragraphs, sentences), which is adopted by the Verkhovna Rada of Ukraine as a basis”, – stated in the message of the agricultural Committee.

The text of the bill adopted in the first reading did not contain changes to the Transitional provisions of the Tax code of Ukraine, which would have been provided for the abolition of VAT reimbursement during export of the respective cultures.

Members of the agricultural Committee stated that the abolition of VAT reimbursement during export of oilseeds, the government has not offered and did not analyze, respectively, the relevant income is not planned in the Verkhovna Rada adopted the budget for 2018.

Members noted that the abolition of VAT reimbursement during export of oilseeds will lead to a drop in purchase prices. In General, these crops occupy 58.9 per cent of the total cultivated area in Ukraine.

The Verkhovna Rada voted for the abolition of VAT reimbursement during export of soybean, rapeseed and sunflower since March 1, 2018.
