“Currently, on behalf of the President of Russia Vladimir Putin worked out proposals on improvement of management of the Northern sea route, which will provide control measures, to prevent situations similar to last year. Responsible determined by the Ministry of transport. We are also working on additional mechanisms to guarantee possibilities of refueling vessels along the Northern sea route” – said Zworykin.

We are talking about the ice breaker “Captain Dranitsyn” and bulk carriers “Sinegorsk” and “Johann Mahmastal”, which had to leave for the winter in plentywood. Because of the difficult ice conditions of the court are unable to travel outside of the Chaunskaya Bay, once delivered from Arkhangelsk construction materials for the construction of pier a floating nuclear power plant (FNPP) “Academician Lomonosov”.

In General, according to Zvorykina, there is an urgent need to establish monitoring of traffic in areas North of the importation; this would allow to optimize the fleet of vehicles to ensure security of supply and improve logistics in General. Another innovation, according to the source Agency, could be involved in the delivery of the Northern reserve. It became possible after in the beginning of 2017 has expanded the list of goods for purchase and delivery within the framework of Northern delivery may be available budgetary credits.

“The expansion of the list creates the regulatory basis for attracting resources of the Federal Agency for state reserves (Rosrezerv) for the implementation of the Northern delivery, as 11 of the 22 items of products Northern delivery is available on his companies. Also this year, FESCO is planning to transport from West to East on the highway SMP with diesel-electric ship “Vasiliy Golovnin”. Ships operating in the period of summer navigation on the Northern sea route, undergo special training that takes into account all the risks of working in the North. The nomenclature of transported goods, in addition to the General includes equipment and machinery for the industry of the Northern regions”, – reported in a press – service of FESCO.

The problems of Northern delivery

Northern delivery is accompanied by a number of problems due to the unstable navigation on the rivers, often shortened due to the whims of nature, shallow, worn-out fleet. They can be solved by developing the port infrastructure of the Northern sea route. According to experts, such work may be in the amount of 1.5 trillion rubles.

“The Northern sea route is one of the most promising directions in modern Russian logistics will greatly support including program of Northern delivery. In addition, the functioning of the Arctic marine transport system will be able to give a synergistic effect for the development of related industries, as well as to encourage the development of infrastructure in the Russian regions along the coast of the Arctic ocean. But this requires a substantial modernization of the entire port infrastructure on the route of the SMP, requiring huge investments. The account goes on hundreds of billions of rubles, according to different sources – from 300-350 billion to 1.5 trillion rubles,” – said TASS associate Professor of the Department of Economics and organization of production School of Economics and management, University Vitaly Bellies.

The view that SMEs need to develop, adhere to and Yulia Zvorykina. According to her, the potential of the Northern sea route for the Northern delivery is not used in full.

“Unfortunately, under the influence of a number of factors such as the aging fleet of sea-river, the delay in the formation of the water transport infrastructure of the far North, lack of development of modern systems of civil connection, allowing you to benefit from the new technologies of logistics, led to the transfer of cargo to road transport, despite the fact that it is more than twice as expensive and has a negative impact on the sensitive Arctic nature. Russian business shows interest in possible commercial use of the SMR. An example is the project to create a navigable Arctic line Murmansk – Petropavlovsk-Kamchatsky”, – said the Agency interlocutor.

She explained that under this line will be open year-round regular linear transport on the route Murmansk – Petropavlovsk-Kamchatsky and back, with possible stopovers in intermediate ports. In 2017-2018 planned experimental flights to practice to work out the modalities of a line and to assess the real truck base.
