The Council of national security and defence (NSDC) of Ukraine adopted the decision on introducing the system of biometric control for entering Ukraine, citizens of foreign States and introduce an electronic system of pre-registration for intending to enter Ukraine for citizens of the Russian Federation by 1 January 2018. This was stated by the NSDC Secretary Oleksandr Turchynov during the briefing, which was broadcast channel “112 Ukraine”.
“Introduced the procedure of crossing the state border. This is the solution adopted by the Council. The appropriate instructions were received by all relevant public authorities: to ensure the crossing of the border of our country biometric passports and mandatory removal of biometric data is primarily fingerprints for citizens of other countries and persons without citizenship, except for countries with which Ukraine has an agreement . It is clear that in the first place, it will apply to Russian citizens”, – he said.
Turchynov stressed that the decision is due to the need to strengthen state security.
At the same time Turchynov noted that subject to availability of appropriate infrastructure, there is the possibility to run this system ahead of schedule.
Also Turchynov added that for citizens of the Russian Federation will be introduced by 1 January 2018 will work electronic pre-registration for entry into the territory of Ukraine. “Creates a corresponding technical infrastructure at all points of crossing the state border, which should start operating no later than early next year. However, for citizens of the Russian Federation will be implemented electronic system of pre-registration,” he said.
Turchynov said that a preliminary electronic registration of citizens of the Russian Federation requires the introduction of personal data, the list of which will be determined by the Ministry of foreign Affairs.

“In order to realize these tasks, in particular to ensure the removal of biometric data, need suitable equipment. For the border service in the framework of changes in the budget will be allocated 300 million UAH for technical support on this issue and another 300 million – to enhance technical protection of the border,” he added.
