News of Ukraine: Andriy paruby signed the law on national security and referred it to the President for signature.

Chairman of the Verkhovna Rada Andrew Parubiy gave to the President of Ukraine Petro Poroshenko law “On national security”.

“Signed the law of Ukraine “On national security”. … Gave the law to the President for signing”, – Parubiy wrote in his microblog on Twitter on Wednesday.

He stressed that the adopted law is “a decisive step towards Ukraine’s membership in NATO,” and expressed confidence that “Ukraine will be in NATO.”

The Verkhovna Rada on 21 June adopted on second reading and the whole presidential bill (No. 8068) on the national security of Ukraine.

The law defines and delimits the powers of state bodies in the sphere of national security and defense.

The document stipulates that the defense Minister and his deputies will be appointed civilians .

The security service of Ukraine according to the law defined as a public authority for a special purpose with law enforcement functions, which ensures public safety. The powers of the security service include counteraction razvedyvatelno-subversive activities against Ukraine, counter-terrorism, counter-intelligence protection of the state sovereignty, constitutional order and territorial integrity, defense and scientific-technical potential, cyber-security, economic and information security, and critical infrastructure. SBU will also be involved in the protection of state secrets.

The Verkhovna Rada has instructed the security Service of Ukraine within 6 months after the entry into force of this document to develop a draft law on amendments to the law on SBU, submit it to the President for submission to Parliament.

The document stipulates that with the introduction of martial law the national guard of Ukraine is ready to performance of tasks, is part of the defence forces. Strategic leadership of the National guard in this period exercised by the President through the General staff of the Armed forces of Ukraine.

The law also determines that the volume of expenses on financing of the security sector and defense of Ukraine shall not be less than 5% of the planned GDP, of which at least 3% in the funding of the defence forces.

The law comes into force the day after publication, and in the appointment of civilians, the defense Minister and his deputies, it shall enter into force on 1 January 2019. A number of provisions of the act come into force on 1 January 2021.

With the beginning of the law “On national security” and void the laws “On fundamentals of national security of Ukraine”, “On democratic civil control over military organization and law enforcement agencies of the state, and “On organization of defense planning”.
