President of Ukraine Petro Poroshenko instructed the foreign Ministry to initiate the consideration by the UN security Council the question of participation of Ukraine’s missile program of the Democratic people’s Republic, reported on the official website of the President.
“Given the conclusions of the Commission (Interdepartmental Commission on policy of military-technical cooperation and export control – if), want to entrust the Ministry of foreign Affairs of Ukraine to prepare a group of experts and to initiate the consideration of this question at a closed meeting of the UN security Council,” – said P. Poroshenko, adopting a report on the outcome of the working group for the verification of information contained in the article of the newspaper “the New York Times” of August 14, 2017 .
“We need to make public the conclusions of the working group and the Interdepartmental Commission and to inform our international partners and to initiate similar investigations in the relevant countries. In the first place, the same openness should demonstrate the Russian Federation”, – said the head Ukrainian state.
Secretary of the national security Council and defense of Ukraine, head of the working group Oleksandr Turchynov reported to the President that pursuant to its assignment the working group and the Interdepartmental Commission on policy of military-technical cooperation and export control conducted an audit published by “The New York Times” information about the possible transfer of the state enterprise “Production Association southern machine-building plant” of missile technology, in particular rocket engines RD-250 in North Korea.
“At the end of the work, and on the basis provided by the state bodies of the working group States: the current system of state export control of international transfers of military goods and dual-use goods eliminates the possibility of transfer of such goods to countries against which imposed sanctions of the UN security Council”, – said A. Turchinov.
The NSDC Secretary said that during the audit and professional analysis of the available information and materials of government agencies, members of the working group of the Interdepartmental Commission and experts emphasize that Ukraine has faithfully and consistently complied with the assumed international obligations, in particular, there is a rigid mechanism of state control implementation and verification of international obligations undertaken in the framework of the Treaty on the nonproliferation of nuclear weapons and the regime of control over missile technologies.
“Russia’s aggression against Ukraine is today in the form of a hybrid war, in which Russia, in addition to warfare, the powerful uses carefully planned information provocation for the system discredit Ukraine as a reliable and predictable partner. In particular, in such sensitive international society spheres as military-technical cooperation”, – he said.
According to the NSDC Secretary, “one of the objectives of these provocations, manipulation of public consciousness to mask the Russian Federation’s active participation in many destructive campaigns.” “In this context, the working group believes that an article in the publication “The New York Times” part of the information cover up and divert attention of the world community against possible Russian participation in the implementation of the North Korean missile programs. The working group unanimously came to reasoned conclusions that completely refute the involvement of Ukraine to the implementation of programmes for the development of ballistic missiles in North Korea,” – said A.
