The reduce port charges in Ukraine may occur on 1 January 2018, said the Deputy Minister of infrastructure of Ukraine on European integration Viktor Dovgan.

“I think it’s 2018, from 1 January. It is logical for companies and cargo owners”, – he told, answering an appropriate question of the Agency “Interfax-Ukraine”, during a press briefing on Tuesday.

According to him, reduction of port charges, in particular, should ensure the competitiveness of the project “New silk road” on the route Ukraine – Georgia – Azerbaijan – Kazakhstan – China.

“Our goal will be to reduce the freight, somewhere, $1 million for one container,” said he.

The head of Administration of seaports of Ukraine (ASD) Raivis Veckagans in turn added that the method of calculation of port dues is now being developed and will be presented for discussion roughly in the middle of summer .

“In a situation when strategic infrastructure USPA requires specific repairs, and the instruments of concession and compensation is still not working, we must keep a balance for what would be by reducing port fees we receive sufficient revenues for continued investment and maintenance of infrastructure, strategic utility,” he said, adding that now the USPA pays a dividend in the amount of 75% of the profits.

R. Veckagans also confirmed that the reduction of port charges is possible not earlier than in 2018.

“I support a slow decline. Not in one step and gradually”, – he stressed, adding that it is too early to say what percentage they can be reduced.

As reported, in April 2016 the Ministry of Infrastructure reported on the joint with the European business Association (EBA) the development of methods of calculation of port charges, which will increase the competitiveness of Ukrainian ports and their attractiveness among the owners. Later, in June 2016, the Cabinet instructed the Ministry to form the draft of the methodology and align it with the business. In November 2016, the first Deputy Minister of infrastructure Evgeny Kravtsov said that a new method of calculating port dues, taking into account mitigation, will be approved by the end of 2016. In January 2017, during the meeting with business, organized by the EBA, the Minister of infrastructure Vladimir Omelian promised that port tariffs and fees will be reduced, at least twice after implementation of the new method of calculation, and their adoption until April 2017. But in March 2017, the acting head of state enterprise “Administration seaports of Ukraine” R. Veckagans promised until July 1 to develop this method and to present the document to the government for approval.

Later, in April 2017, V. Omelyan noted that the reduction in port charges in Ukraine will probably happen until the fourth quarter of 2017, and the presentation of the new methods of calculation of port charges will be held in June 2017.
