Ukraine news: Ukraine urged to reform the UN security Council , abuse of the individual permanent members veto power.
The Ukrainian delegation at the UN called the response of the Security Council on conflicts, the aggravation of the situation and violation of international law “slow and inconsistent”, primarily because of the abuse of the individual permanent members, particularly Russia, a veto.
This was stated Thursday during an open debate in the UN security Council permanent representative of Ukraine to the United Nations Volodymyr Yelchenko.
“The reaction of the security Council on grave violations of international law is slow and inconsistent,” – said the representative of Ukraine.
As one example, he described the situation with the violation of international norms by Russia that its aggression against Ukraine, as well as the abuse of the veto in the UN security Council.

“The temporary occupation of the Autonomous Republic of Crimea and city of Sevastopol and the territories of Donetsk and Lugansk regions of Ukraine demonstrate that the violation of fundamental principles of international law as a permanent member of the security Council is one of the most serious threats to peace and security,” – said Yelchenko.
He recalled that Moscow is using the “revanchist politics” and uses military force against other States since the 1990-ies, including those against Moldova, Georgia and Ukraine. “The list of violations and illegal actions of Russia continues to grow due to consistent support (from Russia – ed.) an oppressive government in Syria, covert operations against great Britain, as well as secret killings in my country, the traces of which lead to the Kremlin”, – said the diplomat.
According to him, these violations occurred “on a background of systematic abuse of the right of veto, and outright neglect” that a permanent member of the security Council with its responsibilities to maintain peace and security.

“Given this, we believe that any potential scenario of reform of the Security Council without limitation of the veto for the permanent members, will be incomplete and will not bring the expected and desired results”, – said the representative of Ukraine.
In this regard, he made a number of proposals for the UN security Council. In particular, the Ukrainian diplomat said that it is necessary for the security Council to strengthen its function of conflict prevention. In addition, it is suggested to develop a “test algorithm” which will allow you to perform functions of the security Council “in a timely manner, properly and transparently” in conflict situations, as well as in response to aggression on the part of States and governments.
