The process of reforms in the sphere of security and defense is going well and he is under civilian control, noted in the national security Council and defense (NSDC) of Ukraine.

“We can write the best policy documents, to prepare the best concept, but until they are implemented, we cannot talk about real reform. But now the process goes. I am convinced that it will develop, and the balance… now on the side of victory,” – said the Deputy Secretary of the NSDC Alexander Litvinenko during the international conference “security sector Reform in Ukraine: progress, lessons, plans for the future” on Tuesday in Kyiv.

He stressed: “There is an understanding of the need for crisis management. Democratic and civilian control is realized not only by the entry in the law .”

Litvinenko said that today in Ukraine for the first years of independence, managed to produce conceptual documents which clearly define the state of Affairs in the sphere of security and development plan of the sector.

“We have clearly identified the depth of the necessary changes and their complexity. The movement is the sector of security and defense is growing,” he said.

In turn, the temporary charge d’affaires of the Embassy of the Netherlands in Ukraine Jaap Frederiks noted the importance of enhancing parliamentary and public control over the reforms in the security sector and defence and the continuation of reforms. “To say that some recommendations are good only when they are embodied in real reforms,” – said the diplomat.
