USA spoke about the new national security strategy
“China and Russia are challenging the power, influence and interests of America, are trying to dilute American security and prosperity,” say the authors of this document. From their point of view, Russia uses “subversive measures to reduce the credibility of America’s commitment to Europe, undermine transatlantic unity and to weaken the European institutions and governments”. The authors of the updated strategy accuse Russia of “the invasion of Georgia and Ukraine” .
Thus Russia demonstrated a “willingness to violate the sovereignty of countries in the region,” she also “continues to intimidate neighbors threatening behaviour”, including a demonstration of their nuclear weapons and advanced deployment of forces and means, says the U.S. administration.
“The United States and Europe will work together to counter Russian Subversion and aggression, as well as threats from North Korea and Iran,” reads the Strategy.
The text also States that China and Russia are developing weapons capable of threatening U.S. critical infrastructure and structures of command and control. It is noted that Russia’s ambitions and its military capabilities create an “unstable boundary” in Eurasia, where the risks of armed conflict are rising allegedly due to miscalculations of Moscow.

“By [applying] modern forms of subversive tactics Russia is interfering in the internal Affairs of countries around the world. The combination of Russian ambitions and growing military capabilities creates an unstable boundary in Eurasia, where the risk of conflict is growing because of the errors of Russia”, – stated in the document.
It also States that Moscow is allegedly “trying to weaken US influence in the world and embroil them with allies and partners.” “Russia sees in NATO and EU threats. Russia invests in new defence capabilities, including nuclear systems, which remain the most significant real threat to the United States, and [investing] in destabilizing possibilities in the field of cyberspace”, believes the American administration.
Ready to cooperate
USA ready to cooperate with Russia and China, despite contradictions in relations between Washington and Moscow and Beijing.
“China and Russia want to create a world directly opposite to the values and interests of the United States. China is trying to squeeze US from the Indian and Pacific oceans, to expand the scope of its economic model, driven by government, but also to reshape the device in the region in their favor. Russia is seeking to restore its great power status and to establish a sphere of influence near its borders,” – say the authors of the strategy.
At the same time they claim that “the intentions of both countries,” that is, Russia and China “are not necessarily the same.” “The United States is ready to cooperate with both States in all fields representing mutual interest”, – stated in the document.
The main threat to the United States
The main “transnational threats” are the United States, terrorists and international criminal organizations.

The document notes that the United States “to intensify intelligence-sharing within countries and with foreign partners”.
“The U.S. military and other agencies will take immediate action against terrorist networks, and will chase down terrorists who threaten our homeland and American citizens no matter where they are,” the strategy says.

As the document says, “the US is deploying a layered missile defense system intended to protect the country against missile attacks from North Korea and Iran.” “The missile defense system is not intended to undermine strategic stability or long-term strategic relations with Russia or China”, – stated in the strategy.
According to the drafters of the document, “the missile threat to the United States is growing”.
“An increasing number of missiles, their diversity and efficiency, – stated in the strategy. – Long-range missiles are likely to be used by such States as North Korea, for a nuclear strike on the United States. In addition, North Korea might be seeking to acquire chemical and bacteriological weapons, which can also be delivered via missiles. China and Russia are developing modern weapons that could threaten our infrastructure, and command and control centres”.
The administration of President Donald trump has asked the U.S. Congress on the 2018 fiscal year, beginning October 1, $12.3 billion on the further development of a missile defense system. For the development of anti-missile “shield” since 1983, the United States, according to American experts, has already spent nearly $190 billion.

“The US must maintain a credible deterrence provided by our nuclear triad and nuclear weapons to the theater of military actions”, – the document says. Thus it argues that to maintain the us nuclear deterrent required “substantial investment”. “We will modernize our nuclear complex to ensure that we have the scientific, engineering and production capability necessary to maintain safe and efficient nuclear triad and response to future threats to national security”, – stressed the US administration.
Americans do not need to match its nuclear Arsenal with other States, but it needs to be able to carry out deterring adversaries, the strategy says.
“The United States will support the structure of the nuclear force, which meets existing needs and eliminates unforeseen risks,” the document reads.
“The United States does not need in comparison [to its nuclear Arsenal], with the nuclear arsenals of other States, but we must have such an Arsenal that allows containment of opponents, to ensure [security] allies and partners, as well as to achieve the objectives of the US in that case, if deterrence fails,” reads the strategy.

It indicates the increase in the number of missiles in the world, building their capacity and increasing flight range. This situation leads to the fact that “States such as North Korea may use nuclear weapons against the United States,” according to the White house. The strategy emphasizes that Pyongyang “accelerates the development of its nuclear, cyber and missile programs.”
“North Korea’s quest [to get] such types of weapons is a global threat requiring a global response,” reads the document. “Continuing provocations North Korea makes neighboring countries and the United States to further strengthen” security and “to take additional measures for self-protection” is emphasized in the strategy.
In the White house believe that the nuclear weapons of the DPRK can cause a “distribution of the world’s most destructive weapons” in the region and beyond. The document stresses “the critical importance of allies in responding to these common threats, like North Korea”. “We remain ready to respond with overwhelming force to North Korean aggression and improve opportunities to achieve the denuclearization of the [Korean] Peninsula”, – the document says.

Tensions around the Korean Peninsula
The situation on the Korean Peninsula remains extremely tense. In 2017, North Korea conducted 20 launches of ballistic missiles. In turn, the United States and its allies carried out in the region of large-scale naval exercises. The two sides exchanged tough statements, not excluding any scenario, including military.
“Access to [high] technology increases the possibilities and at the same time, gives courage to the weak countries. North Korea is a country tormented by famine own people, and spending hundreds of millions of dollars on nuclear, chemical and biological weapons that can threaten our homeland,” said the American side.
In addition, the strategy States that chemical and biological weapons, Pyongyang could “be delivered via missiles.” “North Korea is controlled by a ruthless dictatorship that does not respect human rights. For over 25 years, she has worked to develop nuclear weapons and ballistic missiles in violation of all its obligations. Today, the missiles and weapons threatened the United States and our allies”, – the document says.
“We will work with allies and partners to achieve the complete, verifiable and irreversible denuclearization of the Korean Peninsula and the preservation of the regime of non-proliferation in northeast Asia,” – said in the White house.
The buildup of forces on NATO’s Eastern flank
The United States will continue to build up defense capabilities to NATO’s Eastern flank, and to strengthen there defence allies.
“We will continue to strengthen deterrence and defense on NATO’s Eastern flank, and to stimulate the efforts of allies and partners on the front lines to strengthen the defense. We will work with NATO to improve comprehensive capabilities in aviation and missile defense to counter existing and projected missile threats, particularly emanating from Iran,” the document says.

New agreements
The US is ready to discuss the conclusion of new agreements on arms control, but only under the condition of close observation of their implementation, the document says.
Washington in order to avoid possible “mistakes” is going to contact other States for the establishment of a “predictable relationship” and reducing risk in the nuclear field. “We consider the new agreements on arms control, but only if they contribute to strategic stability and if their execution can be confirmed”, – the document says.
The text also emphasizes that the United States “will not allow opponents to use the threat of nuclear escalation” or by “irresponsible behaviour” to put pressure on the United States, its allies and partners.
