The house of representatives of the U.S. Congress overwhelmingly approved the draft law “combating the enemies of America because of the sanctions” (HR 3364), an important place which is given to the support for the sovereignty and territorial integrity of Ukraine, said the Ukrainian Embassy in Washington .
“The bill clearly defines that the policy of the United States is: support the government of Ukraine in restoring sovereignty and territorial integrity; judgment and opposition to all of the destabilizing efforts of the government of the Russian Federation in Ukraine; – recognition of the illegal annexation of Crimea by the Russian government or the rejection of any part of the territory of Ukraine with use of military force; helping to reform Ukraine’s energy sector and reduce dependence on Russian energy resources; the continuation of the challenging implementation of the project “Northern stream-2” – listed in the Ukrainian Embassy in the US key positions of legislative initiative, directly related to Ukraine.
The draft law also envisages the creation of a “Fund to counter Russian influence” and allocates his budget of $250 million in the 2018-2019 fiscal years.
“The implementation of initiatives to support energy security of Ukraine provides for the allocation of $30 million,” – said the Ukrainian Embassy.
The document, in the case of its entry into force, the legislation codifies existing sanctions against Russia and creates a mechanism for mandatory consultation with the U.S. Congress of a possible decision of the US President to ease anti-Russian sanctions.
In addition, the document provides for the possibility of imposing sanctions against state enterprises of the Russian Federation, carrying out operations in the steel and mining industries and railway transport.
Approved by the U.S. House of representatives the bill also strengthens sectoral sanctions against the financial sector of the Russian Federation and the Russian energy sector, provides for the imposition of sanctions in connection with the activities of the government of the Russian Federation in the direction of undermining cyber security, relative to responsible for the violation of human rights in the occupied Russian territory to persons acting in the interests of defense and intelligence sectors of the government of the Russian Federation greatly contributed to the possibilities of the Russian Federation on privatization of state assets, but also against foreign physical and legal entities contributing to the strengthening of the defensive capabilities of the Syrian government.
The bill is entitled the President of the United States in coordination with allied States to impose sanctions against natural and legal persons contributing to the development and maintenance of the Russian export of oil and gas pipelines.
As reported, the House of representatives of the U.S. Congress on Tuesday voted for the bill additional sanctions against Russia, and sanctions against Iran and North Korea.
Voted 419 congressmen, three opposed. The voting was conducted by a procedure involving the support of at least two thirds of the members of the house (290 of 435).
Now, the sanctions bill will be referred back to a vote in the Senate. In the case of a positive decision of the senators he will fall to the President of the United States Donald Trump.
