The Verkhovna Rada did not support the second reading of the bill (No. 2126а) about the basics of cyber security of Ukraine and have sent it on second reading

As the correspondent of Agency “Interfax-Ukraine”, the decision at the evening plenary session of Parliament on Thursday supported at least 226 people’s deputies whose votes the minimum necessary for decision-making.

Speaker of the Verkhovna Rada Andriy Parubiy several times raised the question of a return to the consideration of the legislative initiative, but MPs did not support it.

After long persuasion of the speaker, and a succession of failed votes the MPs were still able to recruit a sufficient number of votes to send the bill on second reading.

With the deputies in the consideration of the amendments excluded from the document those of them that have raised fears of a number of their colleagues and the Deputy Minister of economic development and trade Maxim Nefedov, according to which, they would threaten the functioning of the system of electronic public procurement ProZorro.

Coordination activities in the field of cybersecurity as part of national security of Ukraine, according to the document, will implement the President of Ukraine headed by the national security Council.

The national Clearinghouse of cybersecurity as a working body of the national security Council will coordinate and control the activity of the security sector and defense, which provide cybersecurity, to make the head of state proposals on formation and clarify the cybersecurity strategy of Ukraine.

Under the bill, the Cabinet of Ministers will ensure the formation and implementation of state policy in the sphere of cybersecurity, the protection of the rights and freedoms of man and citizen, national interests of Ukraine in cyberspace, combating cybercrime.

In addition, the government will generate requirements and ensure the functioning of the system audit information security of critical infrastructure.

Central Executive bodies, local state administrations, local governments, law enforcement, intelligence agencies, the Armed forces of Ukraine, the national Bank of Ukraine, critical infrastructure, business entities that provide services related to electronic communications, must ensure, within their competence, measures to ensure cybersecurity.

The list of objects of critical information infrastructure will be approved by the Cabinet of Ministers, and the list of objects of critical information infrastructure in the banking sector will form the national Bank.

The act defines concepts such as cyber security, cyber attack, cyber terrorism, cyber defence, cyber defense, critical infrastructure, Kibernetika.

The document also spelled out a list of enterprises, institutions and organizations that can be classified as critical infrastructure.
