The first full-fledged feasibility study of the concession of some of the infrastructure will be ready in the first half of 2018, said the Minister of infrastructure of Ukraine Volodymyr Omelyan.
“The problem today is that we do not have any documents on any public object, there is a maximum of teasers or presentation, and FS is not. And it’s not just my words, that was just recently said Boris Lozhkin (former head of the presidential administration – if). The first such complete documents will be the Ministry of infrastructure. They will be ready in the first half of next year, include 10 sites, including hostilities “Kherson” and “Olvia”, – he told in interview to Agency “Interfax-Ukraine”.
According to him, these projects have supported the European Bank of reconstruction and development in London signed the letter and the project document .
“So I think this will be a feasibility study, which will not be ashamed to go to foreign investors, to show and maintain detailed and substantive negotiations”, – concluded the Minister.
As reported, on November 14, 2017 with the aim of developing public-private partnerships (PPP) in the port sector the Ministry of Infrastructure and the international Finance Corporation (IFC) of the world Bank group signed a Memorandum of understanding, according to which IFC will help structure the public-private partnership (PPP) in the ports of Kherson and Olbia”. IFC will also explore the possibility of structuring a PPP project for the development of railway-ferry complex in the SE “Sea commercial port “Black sea”.
In June 2017 the Ministry of Infrastructure has approved the plans for the preparation and implementation of pilot projects for the concession of state property GP “Stevedoring company “Olvia”, SE “Kherson commercial sea port”, the railway ferry complex of the SE “Sea commercial port “Black sea” and property of GP “Administration of seaports of Ukraine”.
