The international Committee of the red cross (ICRC) welcomes the agreement reached on July 19 in Minsk the agreement on the establishment of a security zone along the contact line in the pumping station near the village of Vasilevka and Donetsk filtration station (DFS), and intends to continue discussions on the establishment of additional safety zones.

“This is a very important step in the right direction and we hope that this agreement (provides for the creation of a security zone around both water supply facilities to be withdrawn troops and military equipment, and cease all military operations – if) will be executed as soon as possible. Taking care of the local civilian population, both parties must abide by the rules: these areas should not fire or be used to deploy military units or planning of combat operations”, – said the head of the ICRC delegation in Ukraine Alan eshleman, quoted by the press service of the ICRC on Friday .

The Committee was reminded that they are already more than a year discussing the establishment of security zones around some critical infrastructure. The ICRC has proposed the establishment of such security zones: pump station of the third lifting channel Seversky Donets – Donbass, pumping station first lift near the village of Vasilevka and Donetsk filtering station, verkhnekalmiussky filtering station (Donetsk region); the water supply in the area of Golden/may day (S. Carbonite) and Petrovsky intake (in Luhansk region). The detailed implementation was discussed with representatives of the Ukrainian authorities, the Organization for security and cooperation in Europe (OSCE), and representatives of uncontrolled Ukrainian authorities territories in Donetsk and Luhansk regions.

“The international Committee of the red cross will continue to discuss the establishment of additional safety zones that can be achieved only with the consent of all parties directly or with the assistance of a neutral mediator. The ICRC is always ready to play the role of neutral intermediary and facilitate the work among interested parties”, – underlined in the message.
