ABU DHABI /UAE/, 3 September. /TASS/. The Executive Committee of the International Paralympic Committee (IPC) will consider the issue of restoring membership of the Russian Paralympic Committee (RCC), which is directly connected with the participation of Russian athletes in the winter Paralympic games to be held in March next year in South Korea’s Pyeongchang.

The meeting of the Executive Committee of the IPC will be held from 3 to 4 September in Abu Dhabi (UAE). The members of the governing body of the international Committee will consider the documents and materials presented at the RCC meeting the criteria for restoration of its membership in the organization. In case of extension of the suspension RCC numerical strength of the Russian team at the upcoming Paralympic games will be reduced even more . Under the question is put on the participation of the national team in the Paralympics in 2018 in Pyeongchang.

Russian athletes have lost the right to speak at the international competition in August of last year that did not allow them to speak at the summer Paralympics in Rio de Janeiro. After the removal of PKR intervened in the fate of the representatives of winter types that last season was left without international tournaments and failed to win licenses to participate in the winter Games that are already guaranteed not to allow some athletes to perform at the Games.

Another postponement of recovery ASM will automatically reduce the chances of the Russian Paralympians to qualify for the Games in 2018. The international side promised earlier that I would go to the question paralimpiyskikh licenses to meet the Russian athletes in the case of restoration of RCC, however, a clear mechanism of distribution of quotas for them till now are not developed.

If IPC will again make a negative conclusion, the restoration of the rights RCC may be delayed until November-December. On the 16th day of the last month of autumn in Seoul, South Korea will be a meeting of the Board of founders of the world anti-doping Agency (WADA), which will consider the issue of compliance with the code of the Russian anti-doping Agency (RUSADA). The full restoration of the anti-doping work in Russia – it of the key requirements of the IPC in the matter of recovery of the Russian Paralympic movement, and if the Executive Committee will go to principle, he has every reason to extend the suspension. Despite the fact that on 27 June the journalist was allowed for testing and planning doping tests under the supervision of the British anti-doping Agency and most of the requirements of the road map for his recovery was done.

Example athletics, however, proves that the exception for Russia will be hardly made. In August, the Executive Committee and Congress of the International Association of athletics federations (IAAF) has extended the suspension of the all-Russian athletics Federation (vfla), despite the fact that most of the recovery criteria were met. The main reason is just the current status of RUSADA. Given the fact that the IAAF and IPC using the services of one law firm, the chances for a positive decision in relation to Russian Paralympians, not so much.

The output would be a partial restoration of the CRP, which would allow athletes (even in a neutral status) now to opportunity to compete under the auspices of the IPC, however, he publicly up until now, was not discussed.

It remains to perform the four points

Their arguments about the need to restore the RCC last time presented on August 29 at a meeting with representatives of the working group on the reconstruction of the membership, held in the headquarters of the international Committee in Bonn. In the meeting from the Russian side was attended by the head of the coordinating Committee, the Secretary General of the RCC Andrey Strokin and Deputy head of the RCC Commission on medicine, anti doping and functional classification of athletes Guzel Idrisova.

According to the report, the RCC has to perform four points of the restore criteria. However, among them only a matter of RUSADA is the most important. The rest require the following: the provision of Independent public anti-doping Commission in a letter to the IASC working group, clarification of the reaction together with the other governing sports bodies on the findings contained in the reports of the head of the independent Commission WADA Richard McLaren and coordination with the IASC, implementation of the items in the category of “budget” criteria.

It remains only to wait, consider whether the IASC them so essential to prolong the suspension, on the issue of restoration of RUSADA until November RCC in any way can not affect.

It is noteworthy that the decision on restoration of the RCC will take people, many of them after a few days, then leave their posts. Including the organization’s President, Philip Craven, whose successor will be elected at the IPC General Assembly, which passed from 7 to 8 September. The Briton heads the IASC in 2001.

RCC membership was suspended on 17 August 2016 on the basis of interim findings of the independent Commission WADA under the leadership of McLaren, which was presented a month earlier.
