The state Bureau of investigation (GBR) intends to obtain the testimony of all sailors in the investigation of criminal proceedings, which relates to the possible Commission of a criminal offence by the officials during the transition of Navy ships through the Kerch Strait in November 2018, said the Director of the Bureau of the novel Tube.

“I assure you that we will not explore the actions of sailors, we examine actions regarding the management of vessels in the Kerch Strait,” – said Tube at a briefing on Wednesday in Kiev.

According to him, currently under examination.

“The results of the examinations, we very quickly give you a final answer, was whether the actions of the state within the framework of the law”, – said the Director of the RRT.

With regard to the interrogation of the sailors, then, according to Pipes, they are conducted to establish the real picture of the situation that was going on – “who gave instructions, the nature of the received orders.

“We have to interrogate people. This investigation, which are in every criminal proceedings. Without them to establish a realistic and objective perspective is impossible,” he said.

The Director of GBR said: “Not all seamen questioned. We interviewed only a few, and their interviews were conducted only after permission of medical workers. We understand the status of each sailor, so much of the interrogation of the sailors we have postponed to a later period.”

According to him, some of the sailors went to their relatives. “We will attempt to obtain evidence from all sailors,” – said Pipe.

As reported, Russian border guards on 25 November 2018 arrested with weapons near the Kerch Strait the Ukrainian tow “Yana Kapu” and small armored artillery boat “Berdyansk” and “Nikopol”, on their way from Odessa to Mariupol.

The FSB characterized the incident as a provocation. The Russian side claimed that Kiev has not informed Russia in the established order of passage of ships of naval forces of Ukraine through the Kerch Strait.

According to the authorities of Ukraine, Russia violated the UN Convention on the law of the sea and the agreement between Ukraine and the Russian Federation on cooperation in using the Azov sea and the Kerch Strait.

On 16 April Ukraine has appealed to the UN international Tribunal on law of the sea, demanding to take action against Russia to release Ukrainian sailors and ships. The position of Russia – this Tribunal has no jurisdiction to review “the Kerch incident.” Therefore, Russia did not participate in the hearings.

UN international Tribunal for the law of the sea on may 25, ruled that Russia must release Ukrainian sailors and to give Ukraine confiscated during the incident, the Ukrainian court. Moscow and Kiev had until June 25 to submit reports about the incident in the Kerch Strait.

The Russian foreign Ministry on June 25 sent to the international Tribunal for the law of the sea and the Embassy of Ukraine notes with the initial information about implementation of the Tribunal prescribed provisional measures for the release of the Ukrainian seamen and ships detained in the Kerch Strait.

In Russia, on Board ships 24 Ukrainians, including two employees of the security service, charged with “illegal border crossing committed by a group of persons upon a preliminary collusion or by an organized group or with application of violence or with threat of its application” (part 3 of article 322 of the criminal code).

24 military sailor returned to Ukraine on 7 September in the framework of mutual liberation of Ukraine and Russia detained persons.
