The Supreme court has registered a claim of the leadership of the messenger Telegram about recognition invalid orders of FSB of the Russian Federation, which establishes a procedure for the provision of office keys to decrypt user messages. This was reported by lawyer Pavel Chikov.

Company Telegram Messenger LLP filed in the Supreme court administrative action concerning the invalidation of the orders of the FSB from July 19, 2016 No. 432 on approval of the procedure for the submission of organizers of information dissemination on the Internet of data required to decode electronic communications network users . In the opinion of management of the messenger, the FSB did not have the power to make such order, including the fact that it is contrary to the requirement of the law about the need for judicial decisions to access the correspondence of citizens.

The world court on 16 October acknowledged the company Telegram Messenger LLP (London) guilty under part 2 of article 13.31 of the administrative code of Russian Federation (“Fulfillment by the organizer of information dissemination in the Internet the duty to maintain and (or) provide law enforcement authorities information about the facts of reception, transmission, delivery and (or) processing of messages exchanged between users, as well as information about those users”) and fined 800 thousand rubles. This decision was appealed, and later the district court recognized it lawful.
