DUBNA, July 26. /TASS/. Moscow region authorities are going to the second half of 2018 to implement in the region the system dvukhkonturnogo separate waste collection. In 13 pilot municipalities this system will work by December 2017, said the Minister of ecology and nature management of the Moscow region Alexander Kogan.

“In December, a separate collection of waste should be implemented in each of the 13 pilot municipalities,” said Kogan, adding that in the pilot municipalities Volokolamsk, Krasnogorsk, Solnechnogorsk, Khimki, Dubna, Mytischi, Ivanteevka, Noginsk, Balashikha, Shatura, Moscow region, Domodedovo, Podolsk and Ozery.

“Pleased Shatura, Noginsk, good things in Khimki, there has seriously prepared for this project. But other municipalities still have to work, they’re behind schedule . The task of each municipality to make up the pace”, – said the Minister.

He added that a pilot project on separate waste collection, which will be implemented in 13 municipalities of the region, will allow to consider all the pros and cons of this program. “Throughout the suburbs, we plan to begin to implement separate collection of garbage in the second half of 2018,” said the official.

According to the Minister, the garbage collection will happen based on dvuhkonturniy system, the colours of which will be made in the same style throughout the region.

In the blue container will be collected so-called dry waste that can be recycled – paper, cardboard, glass, iron, plastic, and grey food waste. “If we implement this program, by 15% reduce the amount of waste collected,” said Kogan.

According to the Kogan, in recycling the suburbs behind the European countries for 15 years. “In Europe, in 2007 the average recycling was 47%, 53% went to landfills. Today we have 3% sorted, 97% buried. We plan three, five years to build a system when more than 50% will be recycled, the rest will be buried, if we in five years we will build the same thing that was in 2007, hence we conclude that we are lagging behind by 15 years”, – said the Minister.

The reform of the system of waste management in the suburbs

The Moscow region government several years ago launched a systematic reform of the system of waste management. Instead of the old polygons from 2019 in the region will be commissioned four modern waste recycling plant with thermal disinfection in Naro-Fominsk, Solnechnogorsk, Noginsk and Voskresensky districts. The capacity of each enterprise will be 700 thousand tons, and together they will be able to utilise up to 2.8 million tons of waste annually.

In addition, his government will create five modern sites in waste treatment plants for storage of neutralized waste in Serebryano-Prudskiy, Sergiev Posad, Orekhovo-Zuyevo, Kashira and Voskresensky districts. They will be placed away from permanent human habitation.

In addition, the region will reform the system of waste disposal in order to cope with the volume of household waste, which are annually received for disposal in the region of 11.7 million tons. Of them, according to the regional Ministry of environment, 3.8 million tonnes generates the region itself and 7.9 million tons – Moscow.

In the area left 17 polygons of the “old” format, until the end of 2017, will be closed another two “Tsarevo” in the Pushkin district and “Kulakovo” in the Chekhov district. They are at the limit of its capacity and will be closed for two to three years.
