The UN Security Council on Monday considered the draft resolution on Jerusalem in response to the decision of the President of the United States Donald trump on the recognition of the city as the capital of Israel. The document was supported by 14 members of the Security Council, and the United States imposed a veto on it. The ensuing discussion showed how far the us administration from reaching a consensus on the issue of Jerusalem in the UN security Council.

In this case, the U.S. permanent representative to the UN, Nikki Haley, who declared about the “isolation” of Russia in the security Council when considering an inconsistent resolutions on Syria, on Monday was offended by the fact of consideration of the document.

The text, introduced by Egypt (the only Arab country in the UN security Council at the moment), did not introduce any new measures and legal consequences, only confirming the already existing resolutions of the world organization and internationally recognized principles of Palestinian-Israeli settlement. Moreover, the draft resolution did not mention the United States.

The document stressed that “any decisions, measures and actions that change or require the change of character, status and demographic composition of Jerusalem, are not legally binding, null and void and should be canceled.” The text called upon all States “to refrain from establishing diplomatic missions in Jerusalem”, and “not to recognize any actions or measures”, contrary to UN resolutions.

Not the first US veto

The last time the US vetoed the Security Council resolution in February 2011, when it had considered the text relating to Israeli settlement activities in the occupied Palestinian territories. All in all, since 1990, the United States 14 times blocked the adoption of resolutions on the Palestinian question and the Arab-Israeli conflict. For all time of existence of the organization United States put a veto on such documents more than 20 times.

At the end of 2016 to the surprise of many, the United States abstained from adoption of the resolution 2334, demanded from Israel to stop building settlements in the occupied Palestinian territory. This step of the American administration, which at the time was headed by Democrat Barack Obama, was roundly criticized by Republicans, including current President Donald trump. As stated on Monday, Nikki Haley, more of US will not allow such “mistakes”. “If we had a chance again to vote on the resolution 2334, I can with confidence say that the United States would vote against it. A veto without shame or hesitation

According to voting results, the outcome of which was predetermined, Nikki Haley said that the US is not ashamed of his decision, as he blocked a document defending “the American sovereignty”.

“The fact that this veto is applied in the protection of American sovereignty and in defense of the American role in the middle East peace process arouses our sense of shame. For it should be ashamed of yourself to the other members of the Security Council,” – said the diplomat. According to her, the events on Monday in the UN security Council – “it is an insult and it should not be forgotten.” “This is another example of how the UN does more harm than good in resolving the Palestinian-Israeli conflict”, – said the permanent representative of the United States.

Haley appointed representative about 11 months ago, noted that for the first time used the veto in the Security Council, and stressed that the US rarely dare to take this step. “We didn’t do it six years. We do it without pleasure, but without hesitation,” she said.

Russia is ready to mediate

The participants of the discussion in the UN security Council on Monday, including Russia, Britain, China and France reaffirmed their commitment to this principle, and also warned all parties against any unilateral action. He called Washington as soon as possible to come up with concrete proposals on the further steps necessary for the reconciliation of Israelis and Palestinians.

For the United States – “historic sin”

In turn, the permanent observer of Palestine to the world organization Riyad Mansour questioned whether the United States to continue to play the role of a mediator in the peace process. According to him, vetoing the resolution, the US “missed an opportunity to correct his illegal decision concerning Jerusalem and left behind this historic sin.”

Mladenov said that the UN on its part is convinced that the question of the status of Jerusalem “must be resolved through direct negotiations between the parties on the basis of the relevant resolutions of the Security Council and the General Assembly, taking into account the legitimate aspirations of the Palestinian and Israeli sides”.

The emissary of the UN expressed concern about the deteriorating situation in the region in recent days. According to him, from December 7 to Israel the Gaza strip were fired 27 missiles. He urged both sides to show restraint and refrain from violence, noting that the lack of “credible proposals” on the next steps in the peaceful settlement “undermines the prospects for peace”.

“The weakening of the international architecture in support of the world increases the risks for the region. The settlement of the conflict would remove a key source of extremism and terrorism in the middle East and give hope to generations of Israelis and Palestinians trapped in a sinister cycle of violence and conflict,” concluded Mladenov.
