Under the leadership of Secretary of national security and defense Council (NSDC) of Ukraine Oleksandr Turchynov held a discussion of the main parameters of the defense budget of the state for 2018.

As informs on Wednesday the press service of the NSDC of Ukraine, the discussion was attended by first Vice Prime Minister of Ukraine Stepan Kubiv, Minister of internal Affairs Arsen Avakov, the Minister of Finance Alexander danyluk, Minister of defense Stepan Poltorak, the head of SBU Vasily Gritsak, the leaders of the National guard, national police, intelligence agencies and other security agencies of the country.

According to the Secretary of the NSDC, the formation of the defence budget takes place according to the Strategy of national security of Ukraine “and will not be less than 5% of the gross domestic product.”

“This position becomes an axiom for the budget policy of our state”, – he stressed .

Oleksandr Turchynov stressed that the defence budget in 2018 will differ realism, “where every penny has planned real content”.

“In addition, the difference in this budget is the fact that the main financing will be for the General Fund, which will be at the level 156,4 billion. A special Fund will be formed solely on the basis of proposals of power ministries and departments and will be about 6.3 billion UAH. That is the total funding must be at least 162,7 billion UAH”, – said Secretary of the NSDC.

O. Turchynov stressed that when planning the budget it is necessary to clearly consider the question of increasing financial support for Ukrainian military personnel.

“First of all, it concerns increase of official salaries and salaries for military rank,” he said.

In addition, during the meeting the sides discussed the development of the defence industry of Ukraine.

According to the Secretary of the NSDC, it is necessary to significantly increase the efficiency of the work of defense enterprises.

“We need modern weapons, and we must expect this question in the first place, on their own strength. It is therefore necessary to provide funding for the introduction of new technologies and the modernization of the leading defense enterprises,” said Secretary of the NSDC, adding that the concept of development of the security sector and defense of Ukraine provides for such funding at 0.5% of GDP.

“The defense budget should provide funding for priorities, strengthening the defense and security of the country”, – said A. Turchinov, by summarizing that with the clarification of the indicators of the defence budget they will be approved at the meeting of the Council, to be held in early September of this year.
